Handling of Home Information Packs “Ridiculous”“Ridiculous” is the verdict from one of Cumbria’s conveyancing experts on the government’s decision to delay the introduction of the Home Information Packs (HIPs) which were set to transform the home-buying process this summer. In a dramatic, last-minute announcement on Tuesday 22nd May, Ruth Kelly announced that instead of a widespread launch on June 1st, there will now be a phased introduction. From August 1st 2007, homes with four or more bedrooms will require a Home Information Pack. It is still unclear when smaller properties will need a HIP. The HIP will include documents like Local Authority searches, evidence of ownership and an Energy Performance Certificate. A lack of assessors to carry out the energy inspections was one of the reasons for the delay. Mike Wood is Head of Conveyancing at Burnetts Solicitors in Carlisle. He said, “I have long felt that HIPs were ill-conceived and have had grave concerns about their effectiveness since the Home Condition Report was made a voluntary component. Nonetheless, like everyone else in the industry, Burnetts has invested time and money in making sure we were well prepared to support our clients. The government has been working on HIPs for almost 10 years and for at least a year, the property industry has been advising the government that a delay was needed. It’s ridiculous to make an announcement just days before HIPs were due to be introduced.” 22nd May, 2007 |
