The Role of Governors in FE

The role of governors within the FE sector is a varied and important one. Whilst the Principal is in charge of the day to day running of the College, voluntary governors have a non-executive function, overseeing strategic decisions and development. The composition and powers of the board of governors are controlled by the Instruments and Articles of the College. Governors are drawn from many different groups of the community. All boards of governors will have staff and student representatives, as well as representatives from local business.

There are different selection methods for different types of governor. For instance, student and staff members are nominated and elected by their peers, whereas business members and co-opted members are recommended by a sub-committee of the board (the search committee) after their skills and possible contributions to the College have been considered.

The governors’ role includes a number of tasks such as overseeing the finances of the College and participating in internal audits. Governors also deal with strategic decisions about the human and physical resources of the College. It is the role of the governors to decide on the terms of employment for senior post holders and to set the broad pay structure for more junior roles. Different tasks are dealt with by different sub-committees and governors are expected to join a sub-committee as part of their role. Of course governors are also expected to participate in the life of the College by attending events such as open days and award ceremonies.

The appointment and role definition of governors can be a complex process, with distinct legal guidance that must be followed.
