Bruce Armstrong Payne
Bruce Armstrong Payne is a Senior Planning Consultant in the firm’s property team.
Planning Consultant Bruce Armstrong Payne joined Burnetts in 2016 following the firm’s acquisition of his planning consultancy business. Bruce’s extensive planning career has spanned both public and private sector and has included developments within the Lake District National Park and other areas subject to strict planning restrictions.
A former Deputy Chief Planning Officer with Eden District Council, Bruce has over 25 years working as a planning consultant on major projects including Rheged, Lakes Distillery and the Carleton Manor Park housing development in Penrith.
A Member of the Royal Town Planning Institute since 1973, Bruce is from Dundee: he first came to Cumbria to join Eden District Council as Local Plans Officer. He has worked in local authority planning teams throughout the UK including Derbyshire County Council and Lanarkshire County Council.
Based at Burnetts’ Penrith office, Bruce works alongside Burnetts’ planning solicitors Doug Claxton and Robbie Mather providing an end to end planning service including support for planning applications and planning appeals where necessary.
Outside of work, Bruce is a keen cyclist and a member of the amateur theatre company, The Penrith Players.
